01Who we are

PortCert is operated by Ashdi LLC, a Wyoming limited liability company (“we”, “us”). We are a small, distributed team. We work in writing: email to contact@portcert.com, answered within one U.S. business day. We do not take phone calls.

02What we provide

A document preparation service for certificates of compliance required by the U.S. Consumer Product Safety Commission (CPSC):

• a check of the CPSC rules, bans, standards and regulations that apply to your product, with citations;
• a draft Children’s Product Certificate or General Certificate of Conformity containing the elements required by 16 CFR 1110.11;
• that data as a CSV file in the CPSC Product Registry’s official bulk-upload format, with a step-by-step import guide;
• a sheet with the data your customs broker needs for eFiling;
• for children’s products, the date your next periodic test is due, and reminders if you are on the Catalog Plan.

We are not a law firm, a testing laboratory or a customs broker. Nothing we provide is legal advice. We do not test products, file entries with U.S. Customs and Border Protection, clear goods, or classify goods under the Harmonized Tariff Schedule. We do not guarantee that any product will be admitted into the United States or will be found compliant by any authority.

03Your responsibilities

• You give us accurate and complete information: product details, materials, factory data, test reports and identifiers.
• You obtain any testing the rules require, from a laboratory that qualifies for it.
• You review every deliverable before you certify or use it. You are the certifier, and you remain legally responsible for the certificate’s validity, accuracy, completeness and availability 16 CFR 1110.15.
• You keep your own records for the period the rules require — at least five years 16 CFR 1110.17. Our copy is not a substitute.

04The CPSC Product Registry

We do not log into your Product Registry account, we do not enter, submit or certify data in it, and we do not attest to anything with CPSC or CBP. You — or your customs broker, or a user you designate in your Business Account — import our file, check it and certify it. We do not accept access to your account.

05Quotes and payment

• Every order starts with a written, fixed quote per product, with a delivery date. Nothing starts until you accept it.
• Payment is in advance, in U.S. dollars, through a secure card payment link. You receive a receipt for every payment.
• Our prices do not include laboratory fees or customs broker fees, which you pay to them directly.
• Published prices: Certificate Package $79 per product; Rush option $40 per product; Catalog Plan $149 per month; first applicability check free. See pricing.

06Delivery, lateness and refunds

The delivery clock starts when we have both your payment and the documents on our checklist. U.S. business days run Monday to Friday, excluding U.S. federal holidays.

If we do not deliver by the date in your quote, we refund that product’s fee in full. No forms, no argument.

• If your documents show a gap we cannot resolve — for example, a missing test — we tell you in writing. The delivery date then moves by the time it takes to receive the missing document, or you may cancel for a full refund.
• You may cancel any order for a full refund until we deliver it.
• If something we wrote is wrong or missing, we correct it at no charge.
• A refund is about our delivery, never about decisions by CPSC, CBP, a marketplace or a laboratory.

07Catalog Plan

Billed monthly in advance. It covers up to ten new or updated certificates in each billing month; unused certificates do not carry over. Cancel by email at any time before your next billing date; the current month is not refunded once it has started, except under the lateness rule above.

08Confidentiality

We use your product data, supplier details and test reports only to prepare your deliverables. We do not sell them or publish them. The sample on this site is fictitious. We keep a copy of your file while we work together and delete it at your written request.

09Ownership

Once paid, the deliverables are yours to use, edit and submit. We keep our own checklists and methods.

10Limitation of liability

We prepare documents with care, from the regulations and the information you provide. We are not liable for decisions of CPSC, CBP or any other authority, for laboratory results, or for errors in information you supplied. Our total liability for any order is limited to the fees you paid us for the product concerned.

11Governing law

These terms are governed by the laws of the State of Wyoming, USA, without regard to its conflict-of-law rules.

12Changes

We may update these terms. The version in effect on the day you accept a quote applies to that order.
